Thanks for the replies, and keep them coming. For the record, every single one of these campers has been listed for more than a month (there are more, I just listed 2).
As far as scenario 2 - I did not make an offer on the camper because he told me of an offer he already turned down which was more than I'd pay for it. He also said "we're not in a hurry to sell." As a buyer, that's about the last thing I like to hear so I will move on. It makes no sense to offer somebody less than an offer they already received and turned away. We are just too far apart.
Honestly, I would not pay more than $22,000 for it. That's just what it's worth to me. That is half way between low and average retail, but I have NEVER been able to get even low retail for any of my used RVs, and they were clean.
