Well for one thing, it is vented to the atmosphere and some of the time there is a BIG air space in the tank. Neither of those situations exists in a modern pressurized system.
If you always fill from a trusted system that has residual chlorine in it at the tap you should be fine.....but I personally won't be taking the chance.
If you usually fill from a non-chlorinated source, like an untreated well or small muni system, then I think you are taking a BIG risk. Get a clear, clean gallon jug; fill it with water; let it sit at room temperature for about 10 days. The result might amaze you.
Your forgetting about the water tower. It is not pressurized.
Story was back in the day one of my local small towns had trouble a problem with pigeons living inside the water tower. Nothing like that happens anymore of course.
