I can't get the metal to move enough to overlap. It will come down some. I'll try to capture a video of what it does when I try to stretch it back to its original position

Thats my current plan, aluminum is soft enough I can work it "in place" and then either rivet or using 3m VHB to bond it back together. Then a spray on coat of rubberized undercoating to seal everything up.
