By this definition of safty, intoxicated drivers who get themself to point A to point B without killing anyone or hurting themself are doing so safly? Keep in mind the frequency of intoxicated driving during this same time your reference was much higher then it is today. But to be clear as long as a person makes it safely, they are not doing anything wrong.
There are far too many options on this matter, each person with valid points. Do I think 50pds off creates a safty issue not a chance. Do I think someone who's brakes are smoking or being pushed around the road because they are 2000 pds over their payload is an issue, yes. Do I think someone willing to travel 45 in a 60 zone to keep safe is an issue, maybe. I have no issue with it but in some areas it will get you shot at or run off the road if the wrong person gets behind you.
Common sense needs to be used and unfortunately history has proven it does not exist far to often. The drivers that scare me are the ones who grossly overload a halfton and states it tows great, in an effort to prove the guy who went with a 3/4 ton was an idiot, for spending so much on a truck.
