You only have 35 feet if you are 13K or lower with single wheel. You have MORE DISTANCE to stop if you have a dually. You have WAY MORE DISTANCE if you have a dually over 13K GVWR.
So lighter trucks carrying their max weight have to stop in shorter distances than dual axle trucks at their max weight...
That's how I read it too.
