I did look at the 2019s bumper parts, and it appears that the Chrome/painted ones are interchangable. A search online with aftermarket OEM clones showed prices as low as 260.00 for the chrome ones. I am not concerned about the clones qualty, as I had to purchase one for a toyota many years ago. That Bumper was identical to the OEM one, and is still looking good today.
So yeah, if paint chips become an issue, I believe a chrome bumper will be the solution.
Such a small trivial item that can be easily and affordably fixed, is not something that I will base a truck purchase on.
I've made it very clear here that I despise painted steel bumpers and chrome is so much more durable. Having said that if for some reason I had to have a painted bumper truck I would have the bumper clear wrapped to protect it from rock chips and paint eating acid from bugs.
But again it's crazy one is talking about purchasing a new truck and already replacing the bumper. You'll have to replace the rear bumper as well to have matching chrome bumpers as well.
Crazy stuff!
