I think as a "general guideline" the RV industry states length as overall...tip of tongue to back of trailer. Like my 189FDS funfinder is 18' 9" total overall, so the "box" itself is about 16' or a bit under that.
That's for bumper pulls, not sure how they do it in the fifth wheel world. In gooseneck horse trailers the general rule is the stated length is the part of the trailer where the floor is flat. So a 25' gooseneck horse hauler would typically be about 35' overall.
Not a lot of consistency in this whole trailer industry deal.
