Illegal / dangerous to pull 11,000 trailer rated 10,000 lbs?

I had another thread recently talking about how to set this up. Curt/DrawTite both sell a hitch that can be added to a Ford Econoline 1-ton van (e350), but someone told me it's not only illegal but...

Just another reason to not exceed any rated capacity. I would prefer to tow a load no heavier that 80 to 90% of capacity to get some "wiggle room". That is, in case you are wrong about how heavy your load is(very common) or mis-understood the capacity ratings. Be safe and reduce the stress on your vehicle.
