Permits are required for metal carports in many areas. I had to get one. In my case it was because my RV carport was permanently mounted to a concrete foundation. It also is considered to be a structure "under roof" and structures under roof cannot exceed 20% of your total lot size. You will have to contact your particular borough, town, city or HOA to find out the specifics. They are all different.
Just a suggestion...if you go with a metal carport get the vertical roofing. That allows for rain, snow, and ice to unload on its own, and away from the opening.
