I'm not a Baja 1000 engineer, but it seems like this would be do-able with the right valving, by-pass circuits, maybe some kind of 'momentary' (self-resetting) inertia switch, etc. I think the issue with suspension isn't that it CAN'T be done, it's that no one would want to PAY for it.
I have to imagine most road vehicles stick to the roads, most off-road vehicles are optimized for off-road performance. Having a "does-anything" suspension would be a very small, expensive, niche.
