Exactly. Installed without regard to the stud locations. If you use a stud finder, that'll give you something more solid to screw into.
Alternatively, you can use those plastic insert anchors, but that won't be much better than the original installation. Hollow wall anchors are likely to cause more damage to the wall, since the material is so thin. Then you'll have a real mess.
