Intermittent cruise control

Towing 9,000 lbs. behind a 2002 Excursion v-10. Holds 3rd well, but when climbing an incline, some of the time it will downshift to 2nd and pull, sometime it will lug down and the cruise will switch off causing me to coast until I can jump on it and downshift. What causes the cruise control to get confused and just turn off? It's not an issue when manually accelerating and I can feel when the engine is winding down and about to downshift. Excursion has 3.73 gears.

    Back then the cruise control relied on vacuum to operate properly. At WOT, there is not any, so the cruise control lets go.
  • Loss of 10 mph from the set point will cancel the cruise control.
