I did not give you a specific voltage to look for to see if the convertor is working because: Most have 3 modes, 13.2, 13.6, 14.5. Also, you may not get those exact readings depending on your battery's state of charge. All you really need to know at this point is if the convertor is charging at any voltage or not.
BTW, A fully charged battery that has been allowed to stabilize after charging generally will show 12.8 volts. 13.0 can show if the reading is taken soon after charging. AGMs may be higher, but you probably don't have those.
