Hi,
The voltage is too low, and the amperage may well be too low as well. Aim for 14.8 volts.
Most likely the existing bank is badly sulfated.
Charge until there is one bubble per second.
Get a decent temperature compensated hydrometer. (Francis Freas)

Battery was new July 2017 and was kept charged although on my 3-4 day trip it discharged each day, so we ran the portable generator all day to recharge that battery ( disconnected ) to bring battery back. Soon as hooked up to terminals heavy discharge. Again this battery maintained since July 2017
Kept on a floating charger , So my guess is battery good -
