Some people like to play it safe. They sell trucks they already own and buy trucks with 20%+ margin on all numbers.
Some people play by the numbers. They have a truck rated for 8000lbs and carry a trailer that is advertised as 7990lbs. Maybe they forget to take into account passengers, gear and axle ratings; maybe they just don't know or don't care.
Some people believe that it's all a great conspiracy and that any truck that can get the trailer to move is OK to tow it. There are many people around here pulling big 5th wheels with 4 doors 4x4 pickups that have nowhere near the available payload for the pin weight. I have yet to see a single one crashed on the side of the road.
Me I play it safe. It's easy because I only need a small trailer and can afford a big truck. I don't mind people that do it the other way because evidence seems that it is not a big danger on the road. Definitely much less than anyone texting or driving drunk/tired/distracted.
