Is ForestRiver nuts or what? (Single axel Vibe)

Friends bought this 20 footer, V nose Vibe. With a full sized pickup they are scared towing it as it sways and whips…unless they first fill the black tank, which is in the front where the bathroom is....

Changing the location of axle by 10% of the length sounds pretty drastic. But that is based on no information about real gross weight and TW. How much nose high is trailer when in tow?
