I'm not so sure???? On this last trip to South Carolina, just last week, I saw 2 truck bed liners along the side of the road at different spots along the interstate and torn up. They could have been new, on the back of a flat bed semi truck, that's possible, but maybe not?
If a truck bed liner can blow out, the mat by itself could potentially do so to.
Why not get a strap and simply attach it to the bumper down the middle of the truck bed and attach the other end up front of the truck bed. This way if the mat lifts ups, it won't blow out? It's a simple "ounce of prevention". You might put a strap or 2 side-to-side as low as possible to the mat. Then it definitely will not blow out. It might lift up, but not be possible to blow out!
Better to be safe than sorry. It only takes a minute to throw some straps over the bed to use as "stops" in case the mat does lift up!
