If someone's biggest beef with their tow vehicle is on-ramp acceleration performance, indeed lower gearing may help. For that specific case, towing and drag racing have exactly the same goals and lower gearing will help. It does come at a cost as you correctly mentioned in that your cruising performance may now be hurt.
It really depends if the specific towing the OP is doing is always leaving him hunting between 2 gears. In that case a rear gear change may help. If he runs miles of flat interstate and can't quite hold OD it could change that. If he is simply wanting to pull hills faster it may or may not change anything depending upon the hill, load and speeds. It could actually lower the climbing speed in some cases.
