Yes, an early solution to local air pollution was to build "superstacks" to spread it further away. Again, "dilution is the solution to pollution".
But eventually your neighbours catch on. The sulfuric acid from Sudbury, Ontario's super stack helped acidify lakes in Vermont, whereas previously it was just the local lakes around Sudbury (which are just now beginning to recover).
And the big stacks in the Ohio Valley coal fired electrical plants increase Southern Ontario's air pollution (as did our own coal plants until they were shut down).
