Is This Extended Warranty Some Kind of A Joke?

I've never seen a warranty of any kind that didn't work like that- it's pretty common knowledge that you get authorization prior to repair, and you inform the service center it's warranty up front.
That said, am hour to replace a bolt seems pretty excessive.
