Is This Legal?
On my home from work today and came up along side this guy with a gigantic hook sticking out of the hitch. WTH! Is this even legal? It looks like a hazard to me for sure. The Hook

Doesn't look like it would stick out any further than a lowered tailgate. I don't see a problem with it.
