Back in the day the Tacoma was basically the same platform as the international Hi-Lux. You could get dually wheels for it imported, as they are available for it outside the US. Then it's just a simple matter of making the fenders.
Also, I think at one point they made a version that had an 8 foot bed, regular cab. I remember the advertising for it.
