Are you sure that none of them know how to jack up a trailer? Of course, you can still watch and make sure they do it your way if you like.
In PA we are to have our trailers inspected annually. I had to stop the last state certified inspector from jacking my axle near the center. Pulled the trailer out of there never to return. Now remember that was a trained mechanic in a garage, do you think that the low wage road service guy will be any better on the side of the road?
I don't know about all of them but the two times I've used the service in the last 10 years I didn't have any problems at all. Your mileage may vary. Just seems like a pretty broad brush to say all road side services don't know what they're doing based on a single isolated incident with a vehicle inspector. But that's just me.
