Jack for trailer to change tires?
Is it normal for the trailer to not come with a jack or any way to get the tires off?

You really do need a torque wrench. The 4-way is useful only if someone made the nuts way too tight. Perhaps you won't have any problems finding well qualified people to work on your trailer. I never had such luck.
