That's they way they are wired. The light above the dinette is also not on a wall or panel switch. You could probably add a wall switch but you would have to drop the overhead light, snake wires in the ceiling and wall then cut out paneling to add the switch...not worth it to me.
Try a wood dowel and add a rubber stopper to the end to reach the light. At night, we just leave an LED night light plugged into the outlet near the sink so the kids can see in that area.
