If that is the one under the dinette then it is your propane furnace. It is typical for it to blow cold air till it causes the sail switch to turn on to allow propane to flow to the burner. If the sail switch does not make contact then the furnace will just keep running and blowing cold air.

Do you have your propane turned on?

I have never heard of a AF with an electric heater also.
