Your explanation is exactly why i traded in my 09 2500HD 6.0 for the diesel i have now. I set the cruise at 65-70mph and just roll with it. Hardly shifts out of 6th at all on flat ground and never to 4th. MPG is still the same though, but at least i drive in comfort now.
