Regarding traffic merging from and on ramp, some people simply do not understand the law. I worked with a guy who swore up and down it is "the law" for the car in the traffic lane to "move over" for the car coming up the on ramp.
When I pointed out he is incorrect, it's actually the obligation of the driver on the on-ramp to yield to the freeway traffic, all he wanted to do was argue. Some people did not read the driver manual before taking their driving test.
There's part of the solution. Make new drivers score 100% on their written and driving test. That would help make drivers more aware of correct procedure.
It won't change their fundamental psychological behavior though.
