Is there any way to move the needle on the overall driving culture? Maybe not.
Small towns and remote areas people are more courteous, driving is not a competition. People in large metropolitan areas deal with lots of traffic day after day and frustration compounds and people become less tolerant.
You drive in rural areas of KS in a pickup and people still wave, just more laid back.
