My safety man said turn on your turn signal and count 3 then slowly move across the line. If someone doesn't let you in just keep creeping over . Eventually someone will get the picture. Last time I was in N Pa on 81 a NJ driver drove to the very last orange barrel in the left lane and tried to run me off the road. So sorry but after 3 million miles, don't bully me. I am as polite as I can be on the road to anyone. My wife is a big fat turd and will stay in the left lane til she reaches her exit then expect someone to let her in. She just says you should never look behind you. One of those NY drivers!
