If its a winegard they have a lube point up on the roof in the base of the antennae. You pop off a rubber cover and use silicone spray I believe. Dont force the crank or the whole unit falls apart pretty easily. Have somebody inside turn the crank after while you "assist" it to the up position and work it a few times once lubed. if that doesn't do the trick then something inside the mechanism is faulty.
