With the newer basement model, I would have already guessed it isn't under the step. Too short to have much of a tank. Usually they are now located in the basement but would be unsure how to gain access.
Lance has always been responsive to customers when asking about build details. Recommend you just give them a call and ask. Bet they will tell you where it is and how best to access the tank. While you have them on the phone, would also ask about wiring and framing details. Have your serial number handy in case they ask for it.
