I have a friend that used to live in Texas that told me many years ago when she lived there windows were not required but apparently wipers were. She and her husband had to put wipers on their windowless dune buggy. - I think it will pass inspection in Texas. It has lights, windows, mirrors, tires, and I hope a horn.
