I remember that MY of Fords had front hitches mounted on front hooks mounts, so they have been pretty high.
On my new truck, the front hitch goes under the frame and now having front generator I have to observe steep driveways for scratching.
When I think any weld shop can weld T-bar to any carrier, by lowering it you will have the scratching issue.
Versahaul has wide ramps due to bike holding ties.
I would think about making tall T bar and secure bike to it at high point, what would eliminate need for low holding bar.
You are in situation where you have to sacrifice clearance for driver visibility, so it is one of those no-win situations.
When I had light Trail bike, I'd rather hang it on high bars, but don't think that would work with 230lb scooter.
