I wouldn't doubt they are cracked at over 13 yrs of age. But remember they are 18+ ply tires most likely. Look at the sidewall. At a min I would ask for new steer tires and try for all new at that price.
On the torque, more than any 350/450 today depending on the engine in the MDT. Figure a min of 1100-1200 ft lbs.
