I would open up that bottom covering to let it dry out completely and replace the wet insulation. Then caulk those seams that are cracking. That is probably where the moisture is entering.
You may find some rotten wood in there also when you open up the bottom. That must be repaired or it will spread and you will have an even bigger problem on you hands.
