I would be interested in seeing a picture of what you are talking about. I'm having trouble imagining U-bolts that are so large as to be closer to the road than the tire rim, and why they would be on the trailer. Do they have spacers on them or something?
I also vote for just taking the trailer someplace else to have it inspected.
