A picture would really help us help you... But if it's excess length of the u-bolt sticking down below the edge of the rim, and beyond the nut, take a die grinder or hacksaw (the former will be much less labor-intensive) and cut off the excess to make it compliant. It's really not $2500 worth of work, that's for sure!
