I wouldn’t just want to cut it down to get it inspected…. What you want to do is find out if there is a problem and what caused it… that might be hard to do unless the former owner is willing to provide the information…
If the U-bolt is in fact to low,
Is it the original OE U-bolt???
Was it over torqued or re-torqued???
If so was the axle damaged because of the over tighten (possible but not probable)???
If the axle wasn’t damaged the threads of the U-bolt are most likely damaged and the U-bolts should be replaced at the minimum…
Were the original U-bolts reused with a spring repair???
U-bolts are a one use item… they should be torqued then re-torqued one time and not reused…
were the U-bolts previously replaced???
If so were they replaced with the right size and grade of U-bolt for the axles???
Chances are they should be grade 8 not grade 5, with deep nuts…
I would not just dismiss this… Without the known correct information I would at the very least replace the U-bolts with the known correct size and grade of bolts…
Maybe you discovered the real reason for the trailers sale… or discovered the inspection place is run by crooks… if the inspection place is run by crooks please report them to the proper agency…
