Interesting. I've never seen a setup like that before either. It's been fine all this time though so it should be fine now. If you wanted to "lift" or move the bottom of the u-bolts up then you could do an axle flip. This means the springs would sit on top of the axle instead of under the axle (the axle doesn't actually flip around...it will still have the same orientation but be stacked in a different order with the spring pack).
So to give the other shop some credit...I assume they wanted $1200 to replace the axles with normal axles that meet the wheel hub in the middle vice at the bottom of the wheel drum. I still don't understand replacing anything at all though because it was designed and met DOT standards when it was built. Nothing has been changed so it should still pass as is. Not the most ideal design but I don't see why they would force you to change it unless you desired to.
