I don’t have an answer, but I can’t be sure that is all OEM either… I’m betting it’s not
It wouldn’t make much sense to use a drop axle then do an axle flip for ground clearance… and those bolts are hanging unusually low and could present a dangerous situation if the wheel drops off a low berm or a tire blows… maybe a spacer was remover to lower the trailer for some reason…
I would try to find another KZ with the drop axle and see what if anything is different and/or send the picture to KZ and see if they can shed some light on the condition and the inspection problem…
