No. The dash fuses only protect the circuits they serve. Bypassing this breaker would negate protection of the circuit it serves, possibly the main battery feed.
I'm going to use the beloved (or hated) water pipe analogy here. Think of the water supply at a sticks & bricks house. If the only shut off valve was located 30' inside the building and the supply pipe breaks before that valve, how are you going to keep from getting flooded?
