Maximum dry weight never factors in because it will always be wet. The GVWR payload includes weight for passengers. In practice, if you are below the RAWR and FAWR, you should be relatively safe. Since it is a 2001 and you’ve probably changed the tires, make sure that the tires still meet the FAWR and RAWR.
There are small hardside truck campers like the Cirrus, but other brands as well. Most everyone is over their GVWR on all types of RVs. I’m not saying you should, but that’s reality. With my 14500 GVWR, I’m under my GVWR, but I’m an exception. I was certainly over when I hauled the same camper on a SRW with 11400 GVWR. I gave myself some safety margin with my SRW by adding tires that were over 1000 more capacity than the stock tires.
I would go to the local scale and find out what your truck weight is with a full tank of gasoline and what you plan to carry not counting the truck camper. That will give you the number of what you have left for payload and also give you how much weight is on the front axle and rear axle.
I don’t think your truck is mislabeled, but who knows. Was it made on a Friday? That’s a joke.
