I think it's actual weight. Axle rating is based on loads on the shafts, bearings, etc. The total weight of the vehicle (or at least weighed weight by axle) is a load on those components. If you're talking about axle bearings for example, they have a load on them even outside of the truck sitting on the axle (weight of the axle itself creates load on the components). Hope that makes sense.
You have to go to a scale and weigh your vehicle, front and rear to be accurate. Luckily I live within a mile or two of two DOT scales.
