If your tow rating and your trailer weight are accurate and you have some experience towing I would just use your vehicle. You're only talking 180 pounds. If your WDH it set up right and you eliminate any extra weight you can (water, propane, gear in the trailer) you shouldn't have any problems.
I realize you're in CA and they have all kinds of crazy rules. However, as a general rule the tow rating of a vehicle is not a legally enforceable number. There are many many people towing slightly above their rating all the time with very few problems.
