What where the 17" rims and tires rated at?
The 19.5" rims and tires seem like a good pick.
The 70 is the aspect ratio. So take the 245 mm wide X 0.70 and you get the height between the top of the tire and top of the rim (at least that is what I am told). So 75% of 285 mm wide is going to be a taller tire.
Of course 40 extra mm width will provide much wider tire. To improve handling, and soften the bumps, it helps to run less than the maximum rated air pressure in the tires.
