Pollution Emissions won't be changing for the next set of rules. The big change is the CO2 or Carbon output measured in grams/mile. This is basically a fuel economy requirement for all vehicles dependent upon their physical "Footprint". Carbon is a direct measure of fuel burn. That's how the EPA rate fuel economy is through carbon emissions on a dynomometer through a strict series of tests.
