When I originally purchased my Eagle Cap 950 it had the comfort step installed, but like you I was concerned with towing and had it removed and the smaller bumper installed.
Big mistake, when the camper is on the back of the truck (especially the newer models) it sat pretty high and that first step with the standard bumper was too high off the ground. I needed to haul around a step stool to make that last step bearable. Dragging around a set of collapsible stairs was not an option.
When I brought my camper back to the manufacturer for some warranty work I asked that the original comfort bumper be put back on. Big difference. The Eagle Cap bumper does have an additional step out from the door the to the bumper. It has made all the difference in the world.
Regarding towing, I originally had the the Super Truss 32" had to move up to the 36", you can see from the website there is no towing capacity loss between the two, so that is not a factor I needed to consider.
IMHO the order the Comfort Step!
