The only relationship between the two in the standard is section 4.4.3 which requires that the TV gets loaded to RGAWR, GVWR, and GCWR simultaneously. Example, The higher GVWR of the HDDP truck becomes a handicap and lowers the TWR vs Max Tow only trucks.
