In Tucson I have stayed at both the Voyager and Rincon west. I enjoy both. Both are pet friendly. These are full on resorts with all the amenities. You stated you want to make new friends. That to me implies you would enjoy social activities, and both of these places have many, many daily activities. Everything from mild to moderate sports, to bible study and photography groups, etc. On and on, there is an activity for everyone.
